In support of this activity in full expansion, the need for a bank present in the territory was felt more than ever, which, in fact, was established on September 25, 1869 and approved by Royal Decree November 15, 1869. The promoter also included the entrepreneur and political Quintino Sella (1827-1884), three times Minister of Finance of the Kingdom of Italy, who in a letter addressed to a friend wrote: I hope that Banca Biellese will benefit those who have too much money and those who have too few.
