The folders were available in denominations ranging from 100 to 20,000 lire, allowing individuals and entities of any kind to subscribe according to the value of their property. The issuance of this loan was regulated by a decree, according to which owners of land or buildings located in the Kingdom of Italy were required to subscribe to the loan to the extent of 5% of the value of the property.

La sottoscrizione al prestito è stata aperta al pubblico dal 2 gennaio 1937 al 20 gennaio 1938. Durante questo periodo, le persone potevano recarsi presso gli uffici preposti e acquistare le cartelle al portatore in base alle proprie disponibilità finanziarie. L'immagine di Vittorio Emanuele III, allora re d'Italia, era probabilmente presente sui documenti relativi al prestito come segno di autorità e garanzia.

Il Prestito Redimibile del 1937 al 5% rappresentava una forma di finanziamento pubblico che coinvolgeva sia i proprietari di immobili che il pubblico generale. Attraverso questo prestito, il governo italiano cercava di mobilitare risorse finanziarie per finanziare le operazioni militari e sviluppare gli insediamenti nell'Africa Orientale Italiana.
